1 Heaven-Piercing Ice Wall
Heaven-Piercing Ice Wall is hands down Todoroki's strongest and best move for a variety of reasons. With the core of his strength residing in the ice side of his dual powers, it'd make sense that his control of both the scale and direction of his ice would be phenomenal.

Momo Yaoyorozu and Shoto Todoroki have a lot in common, and they both recognize one another as the top of their class. Shoto puts his support in Momo when it comes to picking a class representative, and the two exhibit excellent teamwork during their mock battle against Shota Aizawa.

1 Katsuki Bakugo
If anything, Bakugo bends all of his other emotions to his anger, which is why fans were shocked to see him suddenly reduced to tears during his battle with Midoriya.

Too bad Kaminari had a crippling fear of the water. To put it in less harsh terms, Kaminari wasn't fond of the water.
When Shoto activates his ice powers, the ice is instantly dissolved by the sheer heat of Dabi's flames. It was explained earlier that Dabi's flame Quirk is stronger than his father's, so being able to neutralize Shoto's ice gives him a surprising advantage.
4) Shoto Todoroki
This would be a very difficult match for Bakugo. Shoto has far greater reach with his elemental Quirk. Since he controls fire and ice, he can also switch up his tactics between a protective ice wall and a blazing inferno. However, Shoto often questions himself in the heat of the moment.
The power of Rimuru is immense, only topped by the likes of Milim the demon lord. Rimuru is not just stronger than Deku, but even Endeavor, My Hero Academia's current Number 1 Hero, would lose to him.
Todoroki has fire and ice. Nezuko has demon powers. Nezuko can heal and is good at dodging so in basic physical attacks she would obviously win.
5 Can't defeat: Naruto Uzumaki (Naruto)
Shadow clones won't win the day against Shoto, but a clever combo move will take Shoto by surprise and knock him right out. Anything from toad sage backup to a well-placed Rasengan or the Biju Cloak will get the job done. Naruto's a ninja, after all.
Kid Goku overpowered him and managed to kill him. Todoroki's fire blasts don't even remotely compare to city+ levels of destructive power, and Todoroki's durability is only that of a normal human (which Kid Goku surpassed in chapter one, when he took multiple bullets without serious injury).
