The Thirteenth Form of the Sun Breathing Style is unique in the sense that it doesn't really have a name of its own. Rather, it's a combination of all the twelve forms present in this style, used in succession to maximize their power. This move was devised by Tanjiro solely to defeat Muzan.

Zenitsu is the fastest of the trio, being able to effortlessly blitz Upper Ranks. This yellow-haired Demon Slayer is able to contend with immensely powerful Demons such as Daki and Kaigaku, even being able to inflict several fatal wounds on the Demon King.
Inosuke is probably the closest to Zenitsu in terms of power, considering they're both new Demon Slayer recruits and they're both less skilled than Tanjiro. If they ever were to face off, however, it's likely Inosuke would win.
However, the thirteenth form is the one that would land the final blow on Muzan. This form is a repetition of every Sun Breathing form performed in succession that would kill Muzan by hurting all of his vital organs. In Chapter 192 of the manga series, Tanjiro realized that this s what the thirteenth form was.
Who is the most stronger between they two? Zenitsu is definitely faster but Tanjirou is more tactical and more versatile. Tanjirou could lose if he has no idea what Zenitsu can do, but if he does he can easily anticipate. Currently in the manga, Tanjirou is definitely stronger.
