To meet with God is not only to hear his words in the Bible, but also to speak back to him, in response to his word, in prayer. It's a relationship. First, God speaks in his word, and we listen deeply and take it all the way in through meditation. Then, amazingly, God wants to hear back from us.
The only way we can get to God is through Jesus. He is the mediator, the one who makes it possible for us to get to God. And the reason we have access to God through Him is because His blood consecrates us, it sanctifies us or makes us holy so that we can be cleansed of our sin and enter the presence of a holy God.

Then, once you have done that, you learn how to habitually talk to Him throughout your day. Every great man of God throughout the Bible had a set time where they would spend with God.
