The Whisper of Atonement is a Legendary Gem used exclusively for Augmenting Ancient Legendary items. It drops pre-ranked based upon the player's performance in the Echoing Nightmare. The highest-possible rank a Whisper of Atonement can drop is 125 based on the Tier completed.
You can level Whispers of Atonement like any other legendary gem (hence "pre-leveled), but that means that you'll have to complete at least GR 119 for a 1% chance to upgrade it at level 125.
Since there are 13 pieces of gear, and the highest level of a Legendary Gem is 150, it's possible to add 13*150*5 = 9,750 main stat! Full set of items can be augmented to increase your mainstat by as much as 9750, providing a significant DPS and toughness boost.
