Well, in legends Order 65 explicitly states that it can only be ordered by the Senate or the Security Council, and not the Chancellor, so one likely response might be: “I'm sorry sir, but you do not have the authority to issue that order”.

Without Order 66, Palpatine would definitely lose. If Order 66 happened but not for some of the most powerful Jedi and the more battle-hardened and experienced Clones, Palpatine still loses even though many Jedi are killed.
Order 67 was an order requiring clone troopers to dance. During the Battle of Utapau, Darth Sidious accidentally issued Order 67 when he meant to use Order 66. Just after the order was executed, Cody and his troops began dancing. However, Sidious browsed a manual and executed Order 66.
To summarise: Master Yoda could not warn the other Jedi about Order 66 because he did not know about it until it happened. He knew the Jedi would die, just not how or when the blade would drop.
Presumably Palpatine planned to have Anakin join him at that point and so told the clones not to kill him when he gave out Order 66.

Of course, the Father almost immediately wiped Anakin's memory, because he couldn't very well achieve balance knowing what he knew of his future. That's very interesting, though. It means that the Father knew that Anakin will become Vader, will destroy the Jedi, will literally annihilate whole worlds….
