Near the bottom of the Files app, tap "Safe folder." Accessing the Safe folder from within Files.
Go to Settings, then tap Biometrics and security. Scroll down to Secure Folder. You'll need to sign in with your Samsung or Google account and Secure Folder will then be set up.
Select and hold the desired picture(s) > Menu icon > Move to Secure Folder. Pictures that have been moved to the Secure Folder are no longer visible in the regular Gallery. Select Secure Folder > Gallery to view them.

Photos moved out of safe folder will return to original source. For example, if you selected files from Whatsapp images folder and move to safe folder. Later you select same files and move out of safe folder, it will go back to Whatsapp images folder.

Recover deleted photos from secure folder with software
Although the secure folder is deleted or lost after reset, your valuable files may still be present on the Android phone. You can try an efficient Android recovery software that can thoroughly scan the device to retrieve lost photos, videos, contacts, etc.
You can uninstall Secure Folder from Secure Folder settings menu. Once uninstalled, all the content and data inside Secure Folder will be deleted. Media files are backed up outside Secure Folder upon uninstall if you have selected the backup option (Data backup location My Files > Internal storage > Secure Folder).

The only difference to the end user is that "Safe folder" can be used to store all types of media (documents, archives, files, photos, videos), while "Locked folder" can only be used to store photos/videos.
Any files on the files app including safe folder are stored on device and never backed up on cloud. Upload on Google photos or google drive.
Where can I find items in Locked Folder? You can find items you've moved to Locked Folder in the Photos app library under "Utilities".
