At-Tawbah (Arabic: ٱلتوبة, lit. 'the Repentance') is the ninth chapter (sura) of the Quran.
Except for surah At-Tawbah, all chapters or surahs commence with "In the Name of Allah, Ar-Rahman (The Beneficent), Ar-Rahim (The Merciful)". This formula is known as the Basmala and denotes the boundaries between chapters.
The answer to this question specifically, regarding which surah has two Basmallas is Surah Naml, the second Basmalla is a quotation from the letter of Prophet Sulaiman to Queen of Sheba, verse 30. This is why Surah Naml is also known as the Surah with two Bismillahs.
“Every important word or matter that does not being with the remembrance of Allah is maimed.” This means that without beginning with Bismillah, we deprive ourselves of blessing, goodness, and ease. Therefore, by saying Bismillah we invite and welcome blessings and the help of Allah (SWT) to make things easy and good.
Tawbah means to return from darkness and a sinful situation one is in and go towards God and light. One important Islamic teaching frequently mentioned in the Quran is tawbah or repentance. Tawbah and its cognates are used more than 70 times in the Quran.
Omission of Bismillah

In a narration from the Prophet Muhammad pbuh it is stated that the one who reads Surah Al-Kahf on Fridays will find his entire week enlightened until the next Friday (al-Jaami).
Al-Fatiha is also known by several other names, such as Al-Hamd (The Praise), As-Salah (The Prayer), Umm al-Kitab (Mother of the Book), Umm al-Quran (Mother of the Quran), Sab'a min al-Mathani (Seven Repeated Ones, from Quran 15:87), and Ash-Shifa' (The Cure).
