Cell. With the notable distinction of actually killing Goku as opposed to beating him, Cell's defeat of Goku was as swift as his own inevitable loss against Goku's enraged son Gohan.
even if you're one of those DBZ fans who lowballs Saitama as multi-continental or whatever, Saitama would still win. SSB Goku was killed by a human level attack (the infamous laser). Now, it's true it's because he let his guard down, but Goku always starts a fight with his guard down and works from there. Saitama wins.
The mere comparison of strength between the two characters is crazy. Goku is an extraterrestrial being who has to lose a fight in order to get stronger. Saitama is a man that can defeat any foe with a single punch. If the two of them were to face off in a one-on-one battle, Saitama would easily win.
