The Rasengan is a powerful A-rank technique invented by the Fourth Hokage, Minato Namikaze, which he created by observing the Tailed Beast Ball.
The thing is, unlike most Rasengan users, Naruto is the only one that took the Rasengan to a whole other level, his lack of other techniques made him rely on the Rasengan like nothing else. His whole Jutsu reserves are basically Kage Bunishn and tens of different Rasengan versions.
According to Konohamaru the only people that can use the Rasengan were the late 4th Hokage Minato Namikaze, and old man Master Jiraiya. And among the living are only big brother Naruto Uzumaki, and myself. Konohamaru doesn't know that Kakashi can use the Rasengan as well.
6 Stronger: Susanoo
The Susanoo grants the user the ability to create a humanoid out of their chakra that protects them and attacks on their behalf, giving them a great defense and offense at the same time. It can hold protect against the Rasengan with ease and at the same time, also attack with much more ferocity.
The Chidori was created by Kakashi Hatake after he failed to apply his lightning-nature to the Rasengan. He intended for the Chidori to be a weapon used only to protect friends and loved ones.
Minato Namikaze
Also renowned as the Yellow Flash, Minato created the Rasengan at some point in his life. Minato used this technique extensively, as it didn't take long to prepare and could be used in conjunction with the Flying Thunder God.
3 Orochimaru
One of Konoha's elite ninja during the old era, Orochimaru was obsessed with learning all Ninjutsu, something that he likely picked up from Hiruzen, a man who was said to know every single Jutsu in Konoha's history.
Despite that, the Rasengan is an A-level jutsu and one of the most powerful techniques a shinobi can learn. The jutsu would pass from generation to generation, having already been used by Jiraya, Kakashi, Naruto, Konohamaru, and Boruto – all shinobi who share some sort of family or master-apprentice bond.

Sasuke Uchiha is the strongest known lightning style user in the Naruto series. Like Kakashi, his go-to Jutsu is the Chidori. However, his arsenal is much more diverse when it comes to Jutsu.

Although, Minato might have given him the basic idea about the move and Jiraiya simply learned it. , had a portion where it was shown that Jiraiya mastered the technique which Minato created in a relatively short time.

The Fire Release: Flaming Rasengan is an original technique created by Ren Kuroi, expanding on the original concept for the Rasengan: mixing one's chakra element with the Rasengan, emphasising the combination of the highest forms of Shape Transformation and Nature Transformation.

Known to have been a prodigy from a very young age, Kakashi grew up to become one of the very strongest ninjas to have ever existed in Konohagakure.
One of the strongest known Kekkei Genkai in Naruto, the Rinnegan is the rarest of the Three Great Dojutsu. This eye holds tremendous significance in the Naruto world and it is believed that those who hold this eye would either bring great destruction or a great change in the world for the good.
1 Kaguya Otsutsuki
She wields the Rinne-Sharingan, which is needed to cast the strongest Genjutsu in the entire series. With her Rinne-Sharingan, Kaguya can cast the Infinite Tsukuyomi over the entire world.
Boruto's is uniquely green in chakra and sports rings around the central sphere. Though his is incomplete, Boruto is able to throw it.

Chidori (One Thousand Birds) is an A-rank ninjutsu created by Hatake Kakashi and used by Uchiha Sasuke. It is also known as the S-rank ninjutsu, Raikiri (Lightning Cutter). In reality, they are the same ninjutsu.
Similar to other Mangekyō Sharingan abilities, Susanoo was taken from Japanese mythology: Susanoo is the wild god of sea and storms, brother to Amaterasu and Tsukuyomi. He was born from Izanagi washing his nose.
For this reason, most ninja cannot use the Chidori safely. However, a user of the Sharingan can overcome these drawbacks due to its heightened visual perception preventing the tunnel vision from occurring and its predictive capabilities making it easier for the user to avoid counterattacks.
