In Boruto chapter 78, the young Uzumaki finally lost his eye after
Nobody gave Boruto the eye. Rather, he inherited the eye due to his parent's possession of Hagoromo and Hamura Otsutsuki's chakra. It can be accurately posited that Boruto's Jougan eye is tied to his bloodline and therefore can be considered a genetic mutation from the Otsutsuki chakra.
Till then, it seems that the Rinnegan is set to remain as the strongest Dojutsu in the Boruto series, with the Jogan just slightly paling in comparison to its absurd strength.
When he was young, Garaga entered into a summoning contract with a shinobi. In one of their battles, his summoner wanted to retreat, but Garaga wanted to keep on fighting, so the summoner betrayed him, attacking him with Lightning Release, which blinded his right eye.
The Jōgan (淨眼, lit. Pure Eye) is a mysterious dōjutsu that is implied to belong to the Ōtsutsuki Clan, and used by those who strongly inherited the powers of the clan[citation needed]. Boruto Uzumaki has so far been the only wielder of the dōjutsu, having awakened it in his right eye.
As for why Boruto lacks the Tenseigan, it is because he was not able to awaken his Byakugan, which is a necessity. As a result, he was forced to settle with the Jougan, which is nonetheless far more powerful than the standard Byakugan.
But with the protagonist's body severely damaged, there was no other option but to use the remaining data to bring him back to life. In episode 293, Momoshiki's explanation revealed that Boruto is now a full-fledged Otsutsuki, as the full data extraction of Karma is complete.
The Jogan is quite possibly the rarest Kekkei Genkai in the Naruto franchise as it is only wielded by Boruto Uzumaki in his right eye. According to Toneri, this eye is deeply connected to the Otsutsuki, however, very little is known about it so far.
As many guessed, it was Kawaki that gave Boruto the scar, but it did not go down the way we all predicted. The slash was not given during a battle, and to be frank, it wasn't even meant for Boruto. The ninja took the injury willingly to save Sarada from taking a blow from Kawaki.
In short: Hakke no Fuin Shiki allows Naruto and Kurama to separate each other chakras. So, when Naruto asks for Kurama's power, he doesn't need to transform into a full beast and just need to summon Kurama in chakra form.
It can perceive the flow of chakra, enabling Boruto to see the visible changes in one's chakra and likewise track a target through their chakra. It can clearly see the chakra pathway system and even the Tenketsu.
In the case of Sarada Uchiha, the Eternal Mangekyo Sharingan can only be awakened if she takes her father's eyes. Needless to say, that is not going to happen in the story. However, just like Obito, Sarada of that can bypass the drawbacks of the Mangekyo Sharingan and that is where her mother's training comes in.
On Earth Boruto seems like the only person to posses the Dōjutsu. The Jōgan is awakened in the members of the Otsusuki clan who have the purest form of inheritance. Even Hagoro and Hamura didn't posses this ability as a matter of fact neither did Kaguya.
Many fans are speculating that this “eye” is the Jougan, which Boruto possesses. It could be a feature that is unique to the Otsutsuki God, which is why it is referred to as the pure eye.
The teenage Boruto is shown to have full control over both the Jougan and the karma. Young Boruto has yet to master control over these two things. Even at a young age, Sasuke, Hinata, and Neji were shown to have mastery over their kekkei genkais.

Momoshiki/Boruto used a dagger to stab Sasuke in his left eye, which felled Sasuke and left him writhing in pain.
Kawaki was aiming to slash her head off, however, due to Boruto's intervention, the blade got his right eye instead, blinding him permanently.
This implies that during the timeskip, Boruto could go on to train with Sasuke and attain new clothes. This would be similar to how Naruto got his new outfit during his training with Jiraiya. Naruto ruined his old clothes and Jiraiya got him new ones to replace them, and also to symbolize his growth.
When everyone else uses it it's Blue. My explanation is Boruto has White Lightning nature due to his genes Hyuga/Uzumaki. As for Sarada and Mitsuki they actually produce Electricity instead of Lightning, which depicted as Yellow in anime, even though they both say "Lightning Style" when using Yellow Lightning Nature.
The Rinne-Sharingan is the most powerful known eye in the entire Narutoverse. It s wielded by the Ten-tails, and the progenitor of chakra on Earth, Kaguya Otsutsuki. The Rinne-Sharingan has nearly all the powers of the Rinnegan, along with the ability to cast powerful Genjutsu known as Infinite Tsukuyomi.
One of the Three Great Eyes in Naruto, the Rinnegan is the strongest eye of them all. It was first said to be wielded by Hagoromo Otsutsuki, the Sage of Six Paths. Using the Rinnegan, the user can learn any jutsu they want and they gain access to special abilities and techniques commonly known as the Six Paths Powers.
The Sage of Six Paths, Hagoromo Otsutsuki was certainly the strongest of all the Rinnegan users in Naruto. Unlike the other Rinnegan which are Kekkei Genkai, his was considered to be a Kekkei Mora, meaning its powers surpassed a regular Rinnegan.
This has huge repercussions in the story for both Momoshiki Otsutsuki and Boruto Uzumaki. Since the Otsutsukification was sped up, Momoshiki can no longer resurrect himself and take over Boruto's body. As for Boruto, he is now 100% Otsutsuki and ceases to be a human, at least biologically.
In essence, both Boruto and Kawaki hold the power of the Otsutsuki Clan, and, as such, possess enough skill to rival the likes of Naruto and Sasuke. By this time in the story, they have, effectively, surpassed both of them.

The God of Ninja and creator of Ninshu belongs on this list beyond a shadow of a doubt. The Sage of the Six Paths in Naruto literally created many of the series' iconic elements including chakra, ninjutsu, mastering the three eye powers, and the Tailed Beasts.
