Because the wings is her ticket back to hell which is also her home. She couldn't be able to die to get back so she needs a lift. So when she cuts Lucifer's wings off, she knows that she won't be able to get back and she'll be stuck on Earth.
History. Following his failure to bring Lucifer Morningstar back to Hell, Amenadiel lost his wings. Believing it to be a punishment and test from God, Amenadiel made it his priority to help Lucifer redeem himself. Despite Amenadiel assisting Lucifer in regaining his wings, he still fails to have his own brought back.
Lucifer summons Maze to Earth to torture the suspects and help Amenadiel find his necklace. Under his orders, she cut off his wings. Afterward, she aids Lucifer in his various journeys in punishing the wicked, then she became the bartender of Lux, the nightclub, as servant and bodyguard of Lucifer.
While it doesn't seem like Chloe is an angel, she is considered to be "blessed," and that's probably why she's immune to Lucifer's powers.

Lucifer's principal weakness is that he becomes vulnerable to harm whenever Chloe Decker is close to him or in the immediate vicinity. If he is mortally injured when Chloe is nearby, he can die just like any other human. This effect even renders Lucifer susceptible to minor cuts or painfully stubbing his toe.
Aurora Morningstar, commonly known as Rory, is a central character in Lucifer. She is the Nephilim daughter of Lucifer Morningstar and Chloe Decker. She was raised solely by her mother after Lucifer seemingly abandoned them before she was born, resulting in her resenting her absent father.
Later in the story, Warren is gripped by a series of excruciating seizures that not only mysteriously regenerate his techno-organic wings, but also transform him back into Apocalypse's version of Death/Archangel, complete with blue skin and a techno-organic version of his uniform.
Azrael is of cosmic size: with his 4,000 wings and a body formed by as many eyes and tongues as there are living human beings, he stands with one foot in the fourth (or seventh) heaven, the other on the razor-sharp bridge that divides paradise and hell.
Superhuman Strength: Lucifer possesses vast superhuman strength. Superhuman Speed: Lucifer can move at immense superhuman speeds imperceptible to others. He is able to circle the planet before his image leaves a person's eye.

Mazikeen, frequently referred to as "Maze" for short, is the confidant and devoted ally of Lucifer Morningstar.
The Flaming Sword is a phenomenally powerful divine weapon, the most powerful weapon in the Universe. God split the sword into three pieces after Lucifer Morningstar's rebellion. The weapon has the power to cut through anything, including the gates of Heaven and even the fabric of reality itself.
The Blade of Death, also known as Azrael's Blade, is the primary component that forms the Flaming Sword. To ensure that the Flaming Sword wasn't readily accessible, God divided it into three components, and gave the Blade of Death to Azrael as her main weapon.
Nigh-Omnipotence: Collectively with God, she created the universe. Originally, she was powerful enough to kill God, although Goddess was overpowered and severely weakened by God. Rumors say she caused plagues and floods on Earth. However, her powers were greatly reduced after she was banished to Hell.
Who's Who of Angels. Archangel Gabriel, is described as having 140 pairs of wings! According to the Jewish faith, each child has 11,000 guardian angels at birth. Archangel Michael is considered the “greatest” of angels, a hero who defeated Satan.
