Shazam can fly at the speed of light, which makes him faster than almost any other hero, but both Barry Allen and Wally West are able to move at speeds faster than light, meaning that while they would have to push themselves, at least two Flashes are faster than Shazam.
Shazam is much stronger and more durable. He has a multitude of ways to incapacitate the Flash. Many of Flash's best attacks are lethal and likely could and would not be used. Shazam is not as fast as Flash but once Flash is tired, it's over.

Shazam gets his speed from a different source; therefore, the speeds at which Flash moves are unattainable. The only exception to this rule is Kid Flash, as official sources indicate him being slightly slower than Shazam.
Thor wins. Not only is Thor a better combatant and more experienced, but he also can be stronger than Shazam by using Megingjord to augment his superhuman strength. Additionally, Thor is more invulnerable than Shazam and has a better understanding and grasp of magical and mystical energies.

DC Comics themselves has Wally West ranked slightly ahead of Barry Allen, but toss that aside for now, it's a tie between the two best versions of The Flash. The reason The Flash is so powerful is his connection to the Speed Force, it's where he draws his power from.
