According to Eugene [Flynn Rider's] narration in the beginning of the film - Tangled, we aren't told who gave Rapunzel her name. Given her biological parents are King Fredrick & Queen Arianna, you can only assume they announced her birth/name to the entire kingdom.
Failing to salvage the hair, Gothel falls from the tower's window and disintegrates into dust. Flynn succumbs to his wound and dies in Rapunzel's arms, but is miraculously returned to life by Rapunzel's tears, and she is finally reunited with her biological parents.

Flynn grew up as a cocky thief. His luck changed when he found himself unwillingly rescuing Rapunzel from a tall tower. Since then, he has fallen in love with her and has changed his ways to be by her side by protecting her at all costs until he eventually weds her.
In the past, Rapunzel had two daughters, Anastasia and Drizella, and made a deal with Mother Gothel to be locked in a tower in exchange for the safety of her family. Six years later, Rapunzel frees herself and when she returns to her family, she discovers she has gained a stepdaughter named Ella.

Gothel is raising Rapunzel as her own daughter. Rapunzel has no idea of her previous history, and Gothel has no intention of telling her. It's really easy to use Rapunzel as a way to illustrate the problems with secrecy in adoption.
