While Maul had potential to rival the ancient Sith, and Sideous actually considered him a viable successor, he lacks the skills, power, and rage to match Vader.

Five years ago today, one of the coolest moments in Star Wars history happened, and there's a chance you don't know about it. It featured Obi-Wan Kenobi having one final lightsaber duel with his longtime rival Darth Maul, and Kenobi killing Maul in the process.
Maul rivals Dooku in saber skills and is physically superior to the Count. Though DOoku is in better shape, is stronger, is faster, and more durable than most men his age (there are numerous sources of this just ask and I'll explain).
Due to his proficient skills within the force, Yoda is also an incredibly skilled lightsaber combatant. He is one of the highest-ranking Jedi in the Jedi council. Because of his Force sensitivity, Yoda would easily be able to evade Maul's attacks.

Who was more powerful: Maul or Obi-Wan? Like Obi-Wan told Maul on Mandalore, “It takes strength to resist the Dark Side. Only the weak embrace it.” This suggests that Obi-Wan has a stronger will, and definitely a better control over the Force than Maul.
He was an intense character who wielded the power of the dark side with ease. Not many Star Wars characters can compare to the raw power that Maul possessed, and those that did posed a big threat to his goals. Darth Maul is easily one of the most loved and most powerful characters in the Star Wars franchise.
Only one person could defeat Darth Vader once and for all. The spirit of Anakin Skywalker, long dormant, finally rose and overcame the dark side. While his body failed him, Anakin rose once again and defeated the Sith once and for all. Both Sidious and Vader met their ends that day, at the hands of Anakin Skywalker.
There are certainly scenarios where Darth Vader would have the upper hand in a duel with Yoda, but in most cases, Yoda would be the more likely victor. Vader wields absurd levels of Force power during his dark side prime that would certainly rival Yoda's own abilities, but likely not exceed them.
