Starfire is incredibly powerful with her starbolts, stellar energy absorption, and superhuman abilities. However, when rivaled against Raven's telekinetic, world-ending powers, Starfire would be outmatched.
Supergirl. She's got a more versatile powerset and she's more powerful when it comes to strength and she sometimes has Amazon training. Starfire isn't a write off though.

While kryptonite is Superman's greatest weakness, he's susceptible to other forms of energy and threats. This makes Billy Batson — aka Shazam, the World's Mightiest Mortal — one of Superman's greatest opponents. Batson can transform himself into an incredibly powerful adult body when he says the magic word "Shazam."
Steve Rogers might present the peak of human condition and power, but he's still only a human, and Starfire isn't. Captain America has more fighting experience and would be able to put up a fight, but Starfire is simply stronger than him, and there's no going around it.
The radiation is then converted to pure energy, allowing her to fly at supersonic speeds. Starfire is capable of using this power to fly in space and even go fast enough to cross several solar systems in minutes to seconds. This energy also gives her incredible superhuman strength and durability.
However, Blackfire was subjected to the experiment slightly longer than Starfire, therefore hers are far much stronger and more effective.
Starfire is as pure as the driven snow, and she is definitely worthy of the hammer of Thor.
Starfire may be most well known for being scantily clad or her role in Teen Titans but she should be known for her undeniable ability to beat the pants off Wonder Woman (or underwear rather).
Starfire doesn't really have any defensive skills beyond her ability to absorb radiation. She relies on her flight, reflexes, and combat training to avoid attacks. While these abilities help her avoid a lot of attacks, Cyborg's ability to shield himself wins this category.
2 COULD BEAT A TITAN: Superman Can Of Course Beat Titans
Superman would make quick work of Titans. He's just too fast, strong, and straight-up powerful. His vast repertoire of superpowers gives him way too many options, and there's no way an army of Titans can hurt him.
Raven wins because Superman only blitzes people in WWW matches and he has no defense against her soul magic. Actual Superman stories have him as often as not just sticking his chest out and assuming he can tank whatever is coming.
Thor is ranked higher in strength and durability and has more abilities. How strong is Starfire?
She is partially bulletproof. I say partially because she doesn't have total invulnerability. Superman can have bullets pepper his chest all day and suffer no ill consequences. Starfire can survive the occasional blast, but if she is hammered enough, her invulnerability takes a dip.
