Homelander Is Stronger, But Starlight's
Blunt Force/Limited Durability: Supes such as Homelander, Soldier Boy, Black Noir, Queen Maeve, and Stormfront possess strength greater than hers and can overpower and even kill her. Also, her skin is not completely indestructible, since Frenchie was able to pierce through her skin with a drill.
The grand finale of The Boys comic book series confirms that there is only one hero who is actually stronger than Homelander, and that's his (even more) evil clone, Black Noir.
Superhuman Strength: Black Noir is strong enough to kill Homelander, needing just one punch to completely destroy his jaw. He is stronger than Homelander, who could hurl a fighter jet with one hand and kill Queen Maeve with just one punch.
As her superhero name suggests, Starlight can absorb electricity and send it out in a blast of light. That's enough to blind her opponents temporarily or knock them out. She's also stronger and less likely to get hurt than others.
While Starlight's original powers were already enough for Annie to defeat A-Train in a fight, Starlight was behind characters like Maeve, Soldier Boy, and Homelander in terms of sheer strength. In other words, Starlight's blasts of light would not be of much help against Homelander.
Kimiko also forms tight friendships with Hughie and Starlight. Though she isn't always a fan of her powers, she never hesitates to use them to protect the people she cares for. Kimiko is the strongest hero of The Boys, with heightened levels of superhuman strength, durability, speed, and reflexes.
1. Superman. Superman is the most powerful and iconic superhero to ever exist, and can truly be seen as one of the most powerful forces opposing Homelander. His exceptional strength and invulnerability, combined with his ability to fly, make him a formidable opponent.
1 Black Noir
Though Homelander and Black Noir are theoretically evenly matched, Black Noir succeeded in killing Homelander, making him the one Supe to do the impossible. As the number one Supe, it's unlikely that anyone could defeat the Seven's leader.
Silent, stealthy, and enigmatic, Black Noir was The Seven's superpowered ninja. His super strength and heightened senses were matched only by his proficiency in the martial arts. Criminals ran in terror at the mere mention of his name.
Even though Soldier Boy could not take down Homelander with the help of Hughie and Butcher (Karl Urban) using temporary doses of Compound V, it was abundantly clear that he is still the closest anyone has been to the individual strength of Homelander.
Similar to Captain Marvel, Thor is one of the more powerful Avengers and Marvel characters in general. Given that Thor has more experience fighting in both the cosmic universe and on Earth, Homelander has no chance against Thor.
In theory, Soldier Boy should be able to kill Homelander, assuming his power affects Homelander the same way it affected Kimiko. But there's no guarantee; Homelander could get wind of the attempt and kill everybody before they try something.
Annie January / Starlight is introduced the latest member of the Seven. Her known powers are flight and the ability to project blinding light, though she is also hinted to have super-hearing. She is formerly a member of the Young Americans superhero organization, and a conservative Christian.
Her eyes and hands glow as her powers activate. Starlight also has fairly durable skin. While not as impenetrable as Homelander's, she can take bullets without them leaving much more than a scratch and it takes a crystal saw to cut through her skin enough to remove her Vought tracking device.
Because of her long-range attack ability that could more than likely affect Translucent even when he's invisible, Starlight gets the nod over him and The Deep.
Vacuum Adaptation: Homelander told Stan Edgar the view of New York City is better from space, which implies that Homelander has flown far beyond the Earth's atmosphere without any need for oxygen to survive. This feat also confirms that he can likely survive the freezing cold of space and cosmic radiation.
Sure, after triple-teaming with Hughie, Soldier Boy and yellow-eyed Billy Butcher pin Homelander down and technically defeat him. But their failure to kill him further hammers down the idea that Homelander is no "cheap knockoff" of Soldier Boy.
The original Soldier Boy is later revealed to have been mercy killed by Mallory during his first mission at the Battle of the Bulge, after his "Avenging Squad" inadvertently caused Mallory's men to be massacred, and been replaced by the second for the remainder of the war.

Given his physiology as an Eternal, Thanos, even without the Infinity Stones, could outmatch Homelander, as he's stronger and can take way more damage as he's practically invulnerable. Unlike Superman, Homelander isn't nearly as indestructible as he likely could be killed.
Homelander may reign supreme in his own world, but over in the Marvel Universe, Hulk is the strongest there is. Created by Stan Lee back in 1962, Hulk has been a Marvel mainstay for decades, and continues to be one of the most popular comic book characters.
Queen Maeve is the tertiary antagonist-turned-anti-hero of the Dynamite Entertainment comic series The Boys. She is one of the most powerful and most important members of The Seven, only behind Homelander and Black Noir in terms of strength.
Yup, Soldier Boy is Homelander's biological father. Suddenly all these daddy issues make a lot more sense. This character element isn't from the original The Boys comics, but was something Kripke and the writer's room came up with for the show.
He possesses the greatest level of strength ever seen, allowing him to effortlessly overpower any opponent. He can hurl a fighter jet with one hand, crush a phone into dust, carry a car with four passengers while flying and kill Queen Maeve with just one punch.
