The decision to depict the richest family in Westeros as Black came from showrunners Ryan Condal and Miguel Sapochnik, who acknowledged the frequent criticism Game of Thrones received for its lack of diversity. "The world is very different now than it was 10 years ago when [Game of Thrones] all started.
Princess Rhaenyra is wearing a red and black dress to symbolize House Targaryen, and thus her side of the war becomes known as the Blacks.
The greens are the supporters of King Aegon, named after the color of his mother's house, House Hightower. The blacks, meanwhile, are the supporters of Queen Rhaenyra, named after the color of House Targaryen.
Speaking to EW, Ryan Condal himself explained the change, saying: "Long, long ago when he was conceiving of this world, [Martin] himself had considered the idea of making Velaryons a race of Black people with silver hair that essentially came from the other side of the ocean and conquered Westeros.
The showrunner also added that there was yet another tangible benefit to making the Velaryon family Black: with a cast this large (and with so many similar names), it's easier to tell the families apart.

However, in the episode, Rhaenyra was simply coronated with her father's crown and in doing so became the Black Queen.

We last saw her find out the truth in "We Light the Way" that Rhaenyra lost her virginity to Ser Criston Cole (Fabien Frankel).
Sunfyre devoured Rhaenyra in six bites, leaving only her left leg below the shin. Prince Aegon the Younger was forced to watch his mother die, and Elinda Massey allegedly gouged out her eyes in horror.
House Velaryon still exists by the time of the War of the Five Kings: the Game of Thrones TV series simply cut them out entirely, much as they cut out House Hightower (even though Margaery and Loras's mother Alerie Hightower is still alive and appears in the books).
It has been firmly established in both the books and show that: Valyrians are pale white with silver hair and purple/blue/green eyes. Not just white, pale white.
The reason certain velaryons can ride dragons is because they had a Targaryen parent. Velaryons are from old Valyria but were never dragon riders which is why they turned to the sea. No, only Dragonlords can. The only Dragonlords still in existence are the Targaryens.
The Velaryons could've originally been Summer Islanders who became a Valyrian family in some manner, mixing with the Valyrians and gaining their trademark white hair. Of course it does beg to ask how they remained dark skinned over time, but you could possibly explain that as well.
