We finally met the founder of the globe-spanning criminal empire, Xu Wenwu (Tony Leung), better known as the Mandarin, in Shang-Chi.
And in fact, the reason the Wenwu version of the Mandarin was used as Shang-Chi's father is because, in the comics, Shang-Chi is the son of Fu Manchu—a character who has become an eponym for racist Asian caricatures. Rewriting the past is a staple of comic books, not just a necessity but part of their strengths.

Trevor Slattery is an actor who, having struggled with his career, and suffering from drug addictions and various other legal problems, was then approached by Aldrich Killian to pose as the Mandarin.
The Mandarin has appeared in several forms of media. In the Marvel Cinematic Universe (MCU), Guy Pearce and Ben Kingsley portrayed an imposter and actor of the character in Iron Man 3 (2013) respectively, and Tony Leung portrayed the "real" character Xu Wenwu in Shang-Chi and the Legend of the Ten Rings (2021).
In Shang-Chi, Wenwu also refers to himself as "Master Khan", a pseudonym used in the main canon. This is a possible allusion to the idea that Wenwu is Genghis Khan himself. In Iron Man (2008), Raza also mentions the empire of Genghis Khan.
Put simply, the Mad Titan has less to lose and seemingly more to gain, at least in his own mind. Having Wenwu during the battle in Avengers: Endgame would've been a real asset, but a solo duel would only end in Thanos conquering yet another beloved MCU character.
But it seems that Trevor survived long enough to appear in the upcoming Marvel movie that will introduce us to Tony Leung as the real Mandarin, who also happens to be the father of Shang-Chi.
After the fake Mandarin twist in Iron Man 3, we saw the real Mandarin appear in Shang-Chi as the leader of the Ten Rings, the same organization that kidnapped Tony Stark in the first Iron Man movie.

Slattery lives oblivious to the true meaning of his actions, surrounded by wealth and drugs provided by AIM, until he is discovered by Tony Stark. Slattery is arrested following Stark's defeat of Killian, but was pleased by the publicity he received as he was arrested.

How Xu Wenwu - the true holder of the Mandarin title - acquired the rings in the MCU is unknown, with the legendary tale being lost to time. Shang-Chi's opening scene suggests that the Mandarin found them in a tomb or crater, referencing their comic origins.

The fake Mandarin was a clever way of using the character in a way that commented on how villains defined as of other cultures can often appear as surface-level creations.

He is also the supreme founder of his terrorist organization, the Ten Rings, as well as the father of both Xu Shang-Chi and Xu Xialing - conceived by their mother and Xu Wenwu's late wife Ying Li.
