Dolores Umbridge may just be the most hated character in the whole series. Even among the likes of Voldemort and Bellatrix, she's one of the evilest characters in Harry Potter. She's smug in her refusal to acknowledge the truth of Voldemort and later supports the dark side.
Voldemort was the overarching villain of the whole Harry Potter series. His despicable plan to rid the Wizarding World of "Mudbloods" began a decades-long fight. Voldemort cared for nothing and no one but himself. His greatest wish was for people to fear him above all else.
Adrian Pucey is the most forgotten character to make the Harry Potter Top 200. He is another Slytherin quidditch player, a Chaser. But he is not portrayed as a cheater at Quidditch, the way many of the Slytherin players are. Adrian appears in multiple books and movies, and The Chamber of Secrets video game as well.
