Billy Butcher on the Boys Wiki.
Following the story arc where the corrupt superhero problems are dealt with and Homelander and the Seven are defeated, Billy betrays and murders the other members of The Boys and has them killed in order to eliminate all Supes in the world, establishing him as the final antagonist of the series.
The Seven, by far The Boys' biggest antagonists, are made up of: Homelander, Starlight, Queen Maeve, The Deep, Black Noir, A-Train and Jack From Jupiter. Former members include: The Lamplighter and Mister Marathon.
Kevin Moskowitz, better known as The Deep, is a major antagonist in the Amazon series The Boys, serving as a major antagonist in Season 1, and a supporting antagonist in both Season 2 and Season 3.
Black Noir is the main antagonist of the highly controversial adult comic series The Boys. He is a clone of the Homelander that was created by the Nazis and Vought-American to keep an eye on Homelander to make sure that he did not go insane, and to kill him if he did.
Ultimately, Homelander is killed by Black Noir, who is revealed to be a clone of the powerful Supe, tasked with assassinating him should he ever decide to break from the Vought-America corporation's interests.
Starlight appears in the Amazon adaptation of the series, portrayed by Erin Moriarty. Starlight is the only member of The Seven not to be a villain but a hero, (while Queen Maeve is an anti-hero).
Hugh "Wee Hughie" Campbell is a fictional character, and the main protagonist of the comic book series The Boys, created by Garth Ennis and Darick Robertson and visually designed after Simon Pegg. He is a member of The Boys, a group of vigilantes led by Billy Butcher, and the self-declared archenemy of A-Train.
The grand finale of The Boys comic book series confirms that there is only one hero who is actually stronger than Homelander, and that's his (even more) evil clone, Black Noir. Created to be an upgraded version of Homelander, Black Noir proves his superiority in the final battle between these two deranged powerhouses.
1 Homelander
There's little doubt that Homelander is the strongest character in the Boys. No matter how much is thrown at him, what kind of weapon they can conceive, or how many other superheroes get in his way, Homelander's power is unwavering.
In combat between the two, they are fairly equal, but Homelander's heat ray vision cannot cause the same level of destruction as quickly or easily as Soldier Boy. Another aspect that makes Soldier Boy a worse villain than Homelander is his unprocessed trauma.
While there's no denying the depravity of Homelander, Butcher is the darker character - mostly because he's shown to fully understand how evil his choices actually are, and yet continue regardless.

Victoria Neuman (birth name Nadia Neuman) is the secondary antagonist of the Amazon series The Boys. Serving as the final antagonist of Season 2, and the secondary antagonist of Season 3.
Series Information
John, better known as The Homelander, is the main antagonist of the Amazon series The Boys, serving as the main antagonist of Season 1 and one of the two main antagonists of Seasons 2 and 3 (alongside Stormfront in the former and Soldier Boy in the latter).
So in order to save not just the lives of the people she loves, but the entire world, she sucks it up and goes further down the rabbit hole, “revealing” a secret relationship with Homelander in the American Hero finale in order to rehabilitate his image, and taking it one step further by kissing him.
Betrayed By Hughie
However, it also represents one more person who deceived Starlight and made her feel as though she was being used by someone she loves. Though their meeting was initially coincidental, Hughie is persuaded to use her to get to Vought.
Homelander Is Stronger, But Starlight's Powers Are More Diversified. Homelander's sheer strength will likely never be matched by another supes in The Boys. Maeve and Black Noir, who are far stronger than most supes on the show, little could do against Homelander – and the same can be said about Soldier Boy.
Upon returning to Vought, Homelander kills Noir for withholding his knowledge of Soldier Boy being Homelander's biological father.
In the "What I Know" arc, Butcher is revealed to have killed Soldier Boy with a public funeral being held for him and members of the Seven (including the Homelander) serving as his pallbearers.
Earving, better known as Black Noir, was a major antagonist in the Amazon series The Boys. Serving as a supporting antagonist in Season 1, the secondary antagonist of Season 2, and a major anti-villain in Season 3. He was a mute, darkly costumed superhero and a member of The Seven.
Maeve was eventually killed while protecting Starlight from Homelander and Black Noir, though Homelander easily overpowered her after she struck him on the head with her sword, shattering it in the process. He then flung her decapitated head at Starlight as she flew away from The Seven's headquarters.
Yup, Soldier Boy is Homelander's biological father. Suddenly all these daddy issues make a lot more sense. This character element isn't from the original The Boys comics, but was something Kripke and the writer's room came up with for the show.
Powers. Superhuman Strength: Black Noir is strong enough to kill Homelander, needing just one punch to completely destroy his jaw. He is stronger than Homelander, who could hurl a fighter jet with one hand and kill Queen Maeve with just one punch.
