Since Damon is stronger, Stefan cannot win in a physical fight. However, Stefan was still a vampire and could have prevented Damon from doing some of his worst behaviors. But Stefan's decision to prioritize Damon over all else meant plenty of others suffered, even though Stefan could step in.
