1. Strongest: Bellatrix Lestrange. Everyone's favorite Death Eater was also arguably Voldemort's most talented. Although her dueling skills were of the most impressive of all of her colleagues, her unyielding support of the Dark Lord is what gave her edge.
The strongest Death Eater would be Severus Snape. Throughout the books, his true strength as a wizard is never openly explored as he is mainly seen as an antagonist by the Trio. But noting fairly, Hoodwinking the Dark Lord for years is not exactly an easy job.

The kind of versatility in magical abilities that Snape displayed was almost around the level of Albus Dumbledore and Voldemort, making him easily more powerful than the average wizard and even the members of the Order of the Phoenix and the Death Eaters.

1 Lord Voldemort
Lord Voldemort is the scariest villain in Harry Potter, if only because he is the series' overreaching villain who successfully evades death more than once.
He did not love anyone, and did not care to be loved. He felt nothing for his family, and only wanted his friends in school to rally around him because he wanted to hold power over them. Bellatrix Lestrange was obviously in love with him and worshiped him, but he only cared for her servitude, not her.

In the book, she hits him with a curse, causing him to stumble into the Veil, which proves that she bested him in combat. Sirius was no slouch in the wizarding department, but ultimately, he would have always failed to defeat her. He lacked the ruthless cunning needed to take on Bellatrix.
