Wally West is the Fastest Flash and is arguably the fastest being that has ever existed, as said by Max Mercury—and it has been remarked that Wally and Barry are the only two speedsters that were fast enough to even outrun death itself.
Technically the slowest speedster was Jai West son of Wally West as even though he is connected to the speed force it didn't give him super speed.

In a competition of speed between the Blue Blur and the Scarlet Speedster, it will take more than math and science to really comprehend their overall speed. However, taking all things we know into account, Flash would win a typical race against Sonic the Hedgehog and come out as the faster of the two.
Wallace West (Kid Flash III)
Teenage Wallace became Kid Flash during the New 52 era of DC Comics, and inspired the Kid Flash we saw in the CW Flash series. Wallace has thus far proven to be pretty fast, able to move at superhuman speeds equal to the speed of light, or 186,000 miles per second.

In the series, Eobard Thawne is a meta-human from the future who came to the 20th century to exact revenge on young Barry but was thwarted by the older Barry, who also came from the future. The Reverse Flash then killed Barry's mother, Nora Allen, in frustration and anger.

According to Max Mercury one touch from the Black Flash, can cause instant death. Superhuman Speed: The Black Flash can move at vast superhuman speeds, easily keeping up with Barry Allen, and surpassing the speed of light.
3. Savitar - Barry was the only speedster fast enough to beat Savitar. Eobard could beat him too as he is from the future (and knows everything) and the Negative Force (His powers) mimic the Speed Force (Barry's powers). Savitar is also self proclaimed, “the God of Speed”.
Like other speedsters, Godspeed can run up to 10 times the speed of light by entering the Speed Force.

Max Mercury, also known as Windrunner, Whip Whirlwind, and Lightning, is a fictional DC Comics superhero similar to Quality Comics' Quicksilver. Initially an obscure speedster, the character was rebooted by Mark Waid in the pages of The Flash and turned into a mentor for Wally West and Bart Allen.
The Future Flash is a villain from the DC Comics and is the main antagonist of the Out of Time storyline. He is a version of Barry Allen/The Flash from an alternate future who blamed himself for the death of Wally West and became determined to prevent it.
The original “man in the yellow suit” was Eobard Thawne, who became Professor Zoom, the Reverse-Flash. Thawne was a man from the future who got himself some super speed and a snazzy suit (don't ask how, just go with it) and became obsessed with Barry Allen and came back in time to bedevil him.
