Due to the satirical nature of One Punch Man, it's safe to assume that Saitama is intended to represent the strongest anime character of all time and it's somewhat difficult to dispute that assertion.

1 Yato - Noragami
Yato is easily the most beloved god in anime who had some of the most impressive powers and the most fascinating and motivating personality.
At one time, Andhaka went to the court of Indra, abducted all the Apsaras, and defeated all of the gods in battle.
1 Bojji - Ranking Of Kings
There is no doubt that Bojji is not only one of the strongest anime kings of all time but also the most intelligent and kindest one. He was the tiny crown prince of the Bosse Kingdom who became king after defeating his mighty father King Bosse.
Goku is the main protagonist of the Dragon Ball franchise. His abilities include super strength, utilization of ki, teleportation, super speed, and durability. However, he is the strongest anime character because he overcomes adversity and thrives on improvement.

However Zeus is then confronted with one final adversary, Typhon, which he quickly defeats. Now clearly the supreme power in the cosmos, Zeus is elected king of gods.
