Shiva lying at Kali's feet also symbolises the supremacy of Nature over man. It clearly shows that without Kali or Shakti even a powerful force like Lord Shiva is inert. Hence, Kali is shown as stepping on Shiva's chest.
In destroying evil, Durga transforms into Goddess Kali, who is regarded as her most ferocious avatar. While most people are familiar with these legends and myths about the two Goddesses, what many don't know is that Durga and Kali have donned various avatars over time.
Kali is also often portrayed standing over her husband and consort, Shiva, the Hindu god of destruction, with one foot on his leg and another on his chest. This position suggests the narrative of his throwing himself under her feet to stop her spree of destruction.
Kali was manifested from third eye of Durga (parvati form). she was born form devi Durga so she is known as Shiva Daughter. but in Devi bhagwat she is a form of Durga. so she is equivalent to Parvati so considered as wife.
In this context Kali is considered the 'forceful' form of the great goddess Durga. Kali is represented as a Black woman with four arms; in one hand she has a sword, in another the head of the demon she has slain, with the other two she is encouraging her worshippers.
In all forms of representation, Goddess Kali is usually depicted as naked, in blue or black skin colour signifying the sky and the ocean, and seen with her tongue hanging out.
Shiva engaged him in battle and pierced his heart, but Andhaka was able to recover and strike Shiva with his mace. The blood that fell on the ground from the wound gave rise to the eight forms of Bhairava.
She was unable to see beyond the limitless power of her rage and Lord Vishnu had to move out of her way. Seeing this the devas became more fearful, afraid that in her rampage, Kali would not stop until she destroyed the entire universe. Shiva saw only one solution to prevent Kali's endless destruction.
She is also said to have been born when the goddess Parvati shed her dark skin; the sheath became Kali—who is also called Kaushika, “The Sheath”—leaving Parvati in the form of Gauri (“The Fair One”).

She is summoned by Durga herself to destroy the demon Rakta-bija, whose name means 'blood-seed'.
During the battle, Kali was so much in a killing spree that she got carried away and began destroying everything that came in her sight. To stop her, Lord Shiva threw himself under her feet. Shocked by this, Kali stuck out her tongue in astonishment and put an end to her rampage.
Kali is said to have 8, 12, 21 different forms according to different traditions. The popular forms are Adya kali, Chintamani Kali, Sparshamani Kali, Santati Kali, Siddhi Kali, Dakshina Kali, BhadraKali, Shmashana Kali, Adharvana Bhadra Kali, Kamakala Kali, Guhya Kali, Hamsa Kali.

The sages, unable to recognise Shiva, abused and cursed him, even assaulting him. They cursed that his Linga (phallus) should fall off. Shiva allowed it to be so and the Linga became an infinite fiery pillar of light.
Even though the goddess won the game, he declared Lord Shiva as the winner. This enraged Goddess Parvati who cursed him.
Many believe that Lord Shiva always had two wives. The first of Lord Shiva's wives was the goddess Sati and the second of his wives was the goddess Parvati. Both of Lord Shiva's wives have many names they are referred to by: Shakti, Uma, Gauri, Kali, Annapurna, Dakshayani, etc.
