Percy Weasley Everyone and their owl knows that Percy freaking loved being a prefect during his school days. He only went on about it every three minutes. But enjoying a position of power doesn't necessarily mean you're good at it.
The Weasley family was noted for having had several prefects among its sons — first Bill, then Charlie, then Percy, and finally Ron.
Snape probably recommended him. Maybe, Dumbledore thought that Draco would stay close to him if he was made Prefect, so Dumbledore would be able to talk to him and persuade him to be a good person, and also make sure he doesn't turn to the Dark Side.
In Harry Potter and the Order of the Phoenix, Ron Weasley is appointed Prefect for Gryffindor, much to the amazement of everyone; it had been thought that Harry would be tipped for that job.

Draco Malfoy
If there was any prefect who abused his power for no other reason than to lord it over the other characters, it was Draco.
Ginevra Molly Weasley (also known as Ginny) is the youngest child and only daughter of the Weasley family. She is Sorted into Slytherin during Harry and Jim Potter's second year.
Hermione Granger was a sensible prefect, and took the role very seriously. Ron Weasley was a little less serious about it, to the point of neglecting several rules. In fact, he was extremely surprised to be chosen as a prefect as he expected Professor Dumbledore would have chosen Harry.

It was Percy's promotion to Junior Assistant to the Minister for Magic that caused a real rift between the Weasleys. Percy was proud and believed he had achieved the recognition himself, but Arthur was convinced that he was given the position so the Ministry could spy on the Weasleys.
In her first year at Hogwarts, Rose had undergone the trial of the Sorting Hat as all the students in her first year. She was one of the first students to be called and, surpassing the expectations of teachers - especially Flitwick, she was selected for Gryffindor.
He starts Hogwarts and is sorted into Gryffindor in 1989. Fred and his twin soon become known among the Slytherins as the Weasley Terrors. They come into possesion of the Marauders Map.
Harry, returning to the school, looks into the Great Hall and sees Lupin and Tonks lying among the dead. While this is not mentioned in the book, the author has mentioned in an interview since its publication that Tonks was killed by her aunt Bellatrix Lestrange.
Moody's death came at the betrayal of Mundungus, and the moment he disapparated, Moody was struck by a killing curse by Voldemort and fell off his broom to a certain death.
He was in need of recognition and Dumbledore saw that. Conversely, Harry had more than enough recognition, and making him a prefect would've just been one more reason for people to have an opinion on him and his behavior. Dumbledore knew Harry didn't need more speculation or attention than he already had.

Lucius was educated at Hogwarts, where he was made a prefect in Slytherin House. As an adult, Lucius was an aristocratic wizard and patriarch of the Malfoy family, believing strongly in notions of blood purity and the superiority of pure-blood wizards.
Penelope Clearwater
Penelope was a Ravenclaw Prefect best known for being the long-time girlfriend of Percy Weasley. As far as Prefects go, she didn't have a huge impact on the overall story importance but she was diligent.
We also meet Tom Riddle, who is, as it turns out, the heir of Slytherin. Present only in spirit, he has all the same been controlling Ginny, and having her act as Slytherin's heir. We also meet the Monster of the Chamber, a basilisk.
Harry is the Heir of Gryffindor (though his powers have been bound by his father when he was a baby), Neville is the Heir of Hufflepuff, Meghan (OFC, daughter of Sirius) is the Heir of Ravenclaw. Harry/Ginny, Ron/Hermione, Remus/Tonks.
During the duel, Bellatrix shot a Killing Curse at Ginny. Bellatrix's curse narrowly missed Ginny, sparing her death by mere inches.
