He is terrifying because he has access to secrets and the guilt that accompanies those secrets. Vecna's use of his victims' guilty conscious to terrorize his prey is an obvious tool in his arsenal.
However, Bower found Brown's fear of Vecna somewhat amusing and mentioned that he was talking to her inside his mind saying, “No, Jamie's dead. It's just Vecna.” Brown ends it by saying the fear was genuine and that she didn't have to act because she was actually terrified.

Eleven demonstrated the ability to overpower Vecna when she piggybacked into Max's memory and again after Vecna took her hostage in the Upside Down. Eleven was the one who first opened the gate to the Upside Down, a skill at which Vecna was less adept.
As Vecna continued to go after young victims in order to open more portals, he set his sights on Max Mayfield, since she was investigating the deaths of Chrissy and another student named Fred Benson with help from her friends (including Dustin, Steve, and her boyfriend Lucas).

Whenever victims become entranced or possessed by Vecna, their eyes form a milky glaze, until they meet their demise as Vecna plucks their eyeballs out. Also, when Vecna's victims hallucinate — an early indicator they've been targeted by Vecna — the people in their hallucinations have milky eyes.
Vecna's curse refers to Vecna's predominant method of murder and torture. Using his supernatural psychokinetic abilities, Vecna can probe and influence the minds of others. Motivated by a cruel and misanthropic philosophy, Vecna targets particularly traumatized, mentally ill or insecure individuals.

But according to Gower, they also “looked at a lot of sea life, moulds and animals to create the look, feel and consistency of his skin”. Gower says the Duffer Brothers were also “very adamant that Vecna be glossy and shiny, that he looked as moist and wet as the rest of the Upside Down”.
Hawkins has suffered a lot of trauma over the years - not all of which is connected to Hawkins Lab and the Upside Down - and Vecna's curse takes advantage of that. Vecna appears to carefully choose people who feel a strong sense of guilt or shame, particularly if those emotions are repressed.

Netflix Vecna has plans for world domination. Essentially, Vecna hates humanity, and wants to take over their world. He had hoped that Eleven would help him achieve this goal. But when he realised she wouldn't, Vecna instead used her.
Brenner (Matthew Modine) states in the Stranger Things episode "Papa" that Vecna "consumes" everything about his victims, Vecna targets traumatized victims because it builds for him a well of sad and angry memories to draw from. With each victim, he can become gradually more powerful.
Vecna's Hand
This is a reference to the D&D character Vecna, for whom this Vecna is named; the D&D Vecna has a monstrous hand infused with dark magic. The design of Vecna's hand is also a nod to Freddy Krueger, the Nightmare on Elm Street villain who had a huge influence on this season in general.
Vecna got his start as a couple of magic items
Vecna first appeared in 1976's Eldritch Wizardry, a supplement for the original Dungeon & Dragons rules. Co-author Brian Blume named two artefacts in the supplement: the Hand of Vecna and the Eye of Vecna.
