Minato Namikaze, however, was the perfect Hokage for peace time. Taught by The Toad Sage himself, Jiraya of the Sannin, Minato was an excellent leader in the battlefield and in the village. His kind and charming demeanor made people want to follow him and he strived for peace.
Hashirama was indeed a force to be reckoned with, making him the first and the most successful Hokage. Even with the Nine-Tailed Beast at his command, Madara was unable to overcome Hashirama.
When discussing the worst Hokage in the series, the ones that should be taken into consideration are Hiruzen Sarutobi, Tobirama Senju, and potentially, Tsunade Senju. While the general consensus is that Tsunade has been the worst Hokage to ever appear in Naruto, that is far from the truth.
All things considered, Tsunade Senju is certainly the weakest Hokage age in the Naruto series as not only is she the weakest of all the Sannin but is also way beyond her best days during her time as the Hokage. That's not to say that Tsunade wasn't a good Hokage.

Despite this, she pales in comparison to Kakashi Hatake. Kakashi is a very fast, and shrewd shinobi, so for him to let Tsunade hit him in the head is preposterous. Furthermore, Kakashi's offensive powers, such as Kamui, far surpass that of Tsunade's. If the two ever fight, Kakashi would emerge as the victor.
After the war's conclusion, he ended up becoming the Sixth Hokage of the village and reigned for quite a while until Naruto was finally ready to take the position. Kakashi's time as Hokage was widely considered to be successful and he remains to be one of the best Kage in the story for various reasons.

In Shippuden, Kakashi and his team managed to beat Itachi. Unfortunately, it was actually a clone that possessed just 30% of Itachi's chakra. It is true that Kakashi used a Susanoo in the battle with Kaguya, but it would not stand a chance against Itachi's.

With the dual Mangekyo Sharingan, Kakashi would be able to overwhelm even Pain. Between the space-time ninjutsu that allows, the full Susano'o at Kakashi's disposal, and the Copy Ninja's notorious intellect and strategy ability, Kakashi would likely be able to conquer Pain with relative ease.
Tobirama was undoubtedly a genius, creating many Jutsu, including Edo Tensei and Flying Thunder God Technique. He worked tirelessly towards political stability—largely succeeding as Konoha continued to prosper after his death.
Tobirama was the most intelligent Hokage ever to rule the Leaf.
However, Kakashi was shown to be a ninja prodigy even before he gained the Sharingan, meaning the statement of Kakashi being weaker without the Sharingan is an unjust assumption. Analyzing his current skills and achievements reveals how strong he truly is, even without the visual jutsu.
Gaara surpassed his father, and even the Third Kazekage as he showed feats such as fighting the revived Madara Uchiha, who was also powered up by Sage Mode. He is quite impressive but still far from the strongest Kage in the story.
Obito Uchiha was one of the strongest Uchiha to ever exist. He awakened his Mangekyō Sharingan during the Third Great Ninja War after witnessing Rin die. Obito's eye weilded the Kamui, a powerful space-time ninjutsu.
