Number one on the list is a version of The Joker that melded with Bruce Wayne to become a nightmarish creature far worse than the original. The Batman Who Laughs came from the Dark Multiverse and came into being after he was poisoned with Joker venom.
Least evil: That is clearly the heroic version of Joker known as Red Hood. This version is shown in the cartoon “Batman: the Brave and the Bold”. He appeared in the episode “Deep Cover for Batman!”. He's not the only heroic version of Joker, but he is by far the most effective.
Stronger: Bane
Although he may not have been as intriguing of a villain as the Joker, he was almost certainly stronger and far more connected. Bane has a genius intellect and is beyond physically powerful. There's no way that the Joker would last long if Bane used his full physical and mental force against him.
I'd say Darkseid is more evil. Don't get me wrong, joker's probably one of the most maniacal and threatening villain in the dc universe, but Darkseid is the literal personification of evil in the dc universe. I mean his name is a play on “Dark side” and he lives on a planet made of fire literally named Apokolips!
1 Evil: Joker
Even when his characteristics are downplayed for laughs (his favorite) or we're given a semblance of understanding to his psyche like in the Joker film, there's still no denying that the Clown Prince of Crime is just pure, irredeemable evil.
The most common story involves him falling into a tank of chemical waste that bleaches his skin white and turns his hair green and lips bright red; the resulting disfigurement drives him insane.
Many fans believe that the reason Batman and Joker have been fighting each other for decades is because the Clown Prince of Crime is obsessed with Batman, but recently the Dark Knight admitted that he's just as obsessed with Joker.
Deathstroke is simply a far more formidable threat than the Joker. The Gotham criminal is certainly capable in a fight, but not in comparison to a trained assassin like Slade Wilson.
His signature cackle paired with batshit crazy, chaotic and sinister plans add to his universal appeal. Perhaps more than any other reason, what makes him so admired by fans is the fact that the Joker wasn't inherently bad, to begin with (at least in certain renditions of his backstory).

His unpredictable nature and willingness to cause destruction make him an intimidating villain for the Dark Knight. Furthermore, his maniacal laughter and sinister looks are enough to instill fear into the hearts of anyone who crosses his path.

The original Joker, Cesar Romero, was known for his acting and singing skills well before playing the iconic character in the first of the caped vigilante films, Batman: The Movie (1966).
