Assuming The Punisher for some reason regards Daredevil as a criminal, he would win eventually. Unfortunately for Daredevil, he would need to win every time. The Punisher only needs to win once, and it would be done and over with Daredevil.
The two are just as intertwined in the comics. In comics canon, they've met for as many team-ups as they've had one-on-one battles. Like Spider-Man, Daredevil comes out on top about as much as Frank beats him.
Daredevil is More Powerful Than the Punisher
Matt, though, sees Frank as an abomination and knows from the events of Shadowland that the Beast is the devil. Frank puts up a brutal fight, using guns, blades and his martial arts. But Matt's drive and resolve are too much for him, especially with magic backing him up.
However, the Punisher knew that his attacker was not a criminal and when he finally got the upper hand and managed to pull out his gun, he chooses not to kill Daredevil. Instead, Punisher shot Daredevil in the helmet, ensuring the wound was not fatal, before escaping.
Both of them believe the other is well-intentioned but misguided… the Punisher believes Daredevil is naive, and Daredevil believes The Punisher needs to be redeemed. In this story, Daredevil and The Punisher are both hunting down a drug dealer responsible for several deaths.
Even when he was Cosmic Ghost Rider, Frank Castle found it difficult to challenge Thanos one-on-one, let alone when he was just a regular human–but with an amalgamated upgrade courtesy of perhaps Marvel's most iconic crossover with DC, the Punisher gained the strength and the resources to kill Thanos.
1 Winner: Joker
The Punisher has never faced anyone like the Joker whereas the Joker has faced the like of the Punisher. The Punisher will easily plow through whatever obstacles the Joker throws up in front of him and that will just fuel the Joker.
There has been no clear-cut winner of all their bouts, with Spider-Man coming out on top during some while Daredevil triumphs in others. Though Spider-Man's powers include super strength and his trusty Spider Sense, Daredevil can often match him with his sonar senses and years of training in hand-to-hand combat.

Having gone toe-to-toe with the Hulk, Thanos, the goddess of death, and more, Thor would best most of his fellow Avengers in a battle. As such, Daredevil would stand little chance against the god of thunder, who could easily take him out with a single blow from his mighty hammer.
Captain America would win in a fight against Daredevil. He is more durable and has superior fighting skills. The fight would, however, be extremely close as both Daredevil and Captain America are extremely well-matched when it comes to their physical abilities.
Kingpin - A ruthless crime lord and the archenemy of Daredevil, indeed uncontested as Daredevil's greatest enemy.
Matt finally has the Daredevil suit and equipment to even the odds against Kingpin and his armored suit. We see the sparks fly and the punches land and our hero finally wins his victory, but Wilson's statements at the time eventually prove to be prophetic. This win for Daredevil was a Pyrrhic victory at best.
However, the Punisher won the fight and shot Kingpin to death. Unfortunately, Kingpin's heavy corpse fell on Castle, trapping and allowing him to be arrested by the NYPD before he was bailed out by Kesselring, his benefactor.
Is Daredevil better than Black Widow? Yes. Daredevil would probably beat her in a fight. While both are excellent fighters, Black Widow's trinkets would be no match against Daredevil as he can probably duck whatever electrical charge she manages to throw at him, thanks to his Electroreception.
Batman would win in a fight against Daredevil. Even though it would be a close fight thanks to Daredevil's enhanced super senses, Batman would ultimately win because he is stronger, faster, more intelligent, and has more weapons and equipment at his disposal than Daredevil.
Daredevil, even with unlimited energy couldn't even hurt Black Panther, unless Daredevil's punch can shatter Vibranium (which he can't), he will never defeat Black Panther.
The Punisher is a very well trained and experienced human. Captain America is an enhanced super soldier who has been trained in almost every form of hand to hand combat. The only way the Punisher wins against Cap is if he takes him by complete surprise.
Despite superseding the Dark Knight in several areas and breaking even in others, the Punisher loses to Batman in a battle. There's a possibility the Punisher could get the better of Batman in a chance first encounter, but Batman's superior skills, training, and resources would quickly tip the scales in his favor.
Both of them are really amazing heroes, but unfortunately Batman is just a higher tier than Punisher no matter if they both are powerless.
The Punisher possesses the normal human strength of a 6'1" 200-pound man, who engages in intensive and extensive physical exercise. Frank is capable of press lifting up to twice his body-weight and can press lift 400 lbs.
This series, then, could very well be a long and elaborate farewell to the Punisher, a character created to be controversial but that Marvel Comics clearly no longer wants to be associated with in this day and age where the imperative is staying as far away from controversy as possible.
