He is the fastest Hashira, and the second physically strongest.
It's likely Tengen, Shinobu is pretty fast, and maybe the fastest, as said by Douma. Now, if people have a concern with my answer, it's likely because Shinobu fought a stronger Upper Moon than Uzui did.
Kyojuro Rengoku surpasses Tengen on many levels, be it strength, Breathing Technique, or battle Intellect. So to cut a long story short, Kyojuro Rengoku is more powerful than Tengen Uzui.
As a Hashira, Tengen possesses incredible strength, speed and agility which allows him to fight at super-human levels, as he is the sound Hashira, he also possesses incredible hearing abilities and uses sound waves to locate his enemies and to listen and beware of his surroundings.
When it comes to pure strength, Shinobu Kocho is the weakest Hashira in Demon Slayer. She doesn't even have enough strength to decapitate a demon's head and she makes up for it by injecting poison into the demons.

1) Shinobu Kocho
The Insect Pillar of Demon Slayer Corps, Shinobu is undeniably the smartest individual. She might not be physically stronger than others, but her intelligence is what kept her going.
Shinobu is not physically strong enough to decapitate demons, which is the preferred demon-execution method in Demon Slayer. Alternatively, demons are also weak to wisteria, so she coats her unique Nichirin blade with wisteria poison and nimbly uses it like an insect's stinger to defeat her opponents.
Nezuko setting Tengen on fire. By the end of the battle, Gyutaro's poison has spread throughout Tengen's body resulting in his inability to speak. Sanemi's blood is known to be enticing yet intoxicating to Demons, which he used to bait and stab Nezuko. Sanemi is clearly the least popular Hashira among Demon Slayer fans.

While a human's body is certainly weaker than a demon's, Shinobu's sword seems totally adapted to avoid slashing of any kind. This would presumably be the same philosophy when fighting another human, and as a result, Shinobu has nearly no relevant weapons in her fight against Tanjiro.
Shinobu's favorite past-time during missions is poking and irritating Giyu, according to a Taisho Secret. She worries about Giyu a lot since he seems like an airhead and got angry after he stopped her from defending him against a demon on Mt. Natagumo.
Ever since the age of 14, Shinobu has had an immense amount of hatred to the demon Douma for killing her older sister, Kanae. She had been planning to kill him ever since then, and circulated insane amounts of wisteria poison in her body all the way down to the tips of her fingernails.
Despite being the lowest of the Upper Ranks, Gyutaro showed much of his demonic prowess by making Tengen lose his left arm and his left eye in battle. However, Giyu would have been a better opponent for the demon and could have defeated him without losing any limbs.

i know, though, some believe he loves hina (21) the most, because he had the most interaction with her in the manga and they have the most “husband-and-wife” feel. we also have to remember that suma (19) was tengen's first chosen wife—they both personally agreed to letting hina and makio (20) into their relationship.
