No he was not. Red force lightning as its been presented, is an ability reserved for beings who exist as pure manifestations of the force itself. Palpatine, while incredibly powerful, is simply an extremely gifted force user.
Darth Tenebrous ( Plagueis' master) used red force lightning. But Palpatine was said to be clearly more powerful than Tenebrous and a better practitioner of force lightning. Red lighting doesn't necessarily indicate a more powerful user. So nothing would change.

From what we learned from the Marvel Comics story on Kylo Ren and his upbringing, along with the information explained and even alluded to in the sequel trilogy — it's entirely likely that Kylo never completely learned how to harness Force lightning.
