After years of build-up, Harry finally starts to have feelings for Ginny in The Half Blood Prince - and one of the first moments he realizes it is when he smells Amortentia, and it smells like 'something flowery he had smelled at the Burrow'... Ginny's hair!
Although Harry has ended their relationship, Harry and Ginny are still deeply in love with each other, presumably forever. Because of this, Harry does not resist when Ginny gives him his "birthday present", a kiss unlike any Harry has received before.

In the book, their kiss happens in Chapter 24 - Sectumsempra of Half Blood Prince, right after Gryffindor wins the Quidditch cup. In the film, it happens when Ginny takes Harry to the Room of Requirement to hide the Half Blood Prince's potions book. In the book Harry and Ginny's first kiss is really amazing.

Character development
Ginny is a pureblood witch born 11 August 1981, the seventh child and only daughter of Arthur and Molly Weasley. She attends Hogwarts School of Witchcraft and Wizardry, and is sorted into Gryffindor house, along with the rest of her family.
However, in the Order of the Phoenix, Ginny becomes less nervous around Harry, and even starts to date other boys. This possibly causes Harry to become interested in her, and in the sixth book, Harry has a big crush on her, while Ginny was dating Dean Thomas.
She complimented him, flirted with him, and wished him luck in his Quidditch games. After a particularly good performance in one of those games, Ron displayed affection for Lavender as well, grateful for her wishing him luck, and the two had their first kiss and begun to date.
