By taking away Nora's powers, Iris was trying to save Nora from the multitude of very real dangers — from prejudice to death — that she would have faced as a metahuman or superhero, especially if she were outed as The Flash's daughter.
This week on The Flash, Nora finally came clean about why it is that she is so cold to Iris. After locking horns with her mother multiple times through the episode, Nora tugged down her shirt collar to reveal a scar — left from where Iris will one day have implanted a metahuman power-suppressing chip.
The main reason why Nora only has purple lightning in this timeline is because of her brother Bart West-Allen, a.k.a. Impulse. After Nora reunited with Barry, Bart rushed in and was seen having yellow lightning.

In the comics, Iris phases back and forth in time because it's revealed she is actually from the future and was sent back to the 20th century by her birth parents.
