To counter Kabuto's Reanimation
Itachi was reanimated by Kabuto. Itachi managed to get rid of Kabuto's control with Shisui Uchiha's Sharingan that had been given to him.
Itachi was reanimated by Kabuto during the Fourth Great Ninja War to fight for him, but he was ultimately able to break through his control and fought against him instead. In an intense fight, Itachi proved to be successful in stopping Kabuto Yakushi, thanks to the usage of the forbidden jutsu, Izanami.
Itachi broke free of Kabuto's control with the Kotoamatsukami, but he never broke free of the Edo Tensei itself (unlike what Deidara's answer suggests). This is why he could not be un-summoned (with the coffin), but was freed when the jutsu was undone.
Technically, he needed to obtain some of Nagato's DNA - which given the lore behind how hidden Nagato's identity was - was more likely done after he died.
So the reason why Kabuto didn't revive Jiraiya during the 4th Great Shinobi War was simply because he couldn't find Jiraiya's body. Not that he didn't know where the body was, Kabuto just couldn't get his hands on Jiraiya's corpse. After all, Jiraiya's lifeless body is in the bottom of the ocean right now.
Obito in his Tobi persona was Kishimoto's favorite Akatsuki character to draw, because of his simple mask. His nickname (Tobi) comes from Obito calling him Guruguru (グルグル), an onomatopoeia for turning round and round or going around in circles.
However, during the final arc of Naruto, Kabuto never revived the Uchiha clan using Edo Tensei. Legendary ninja like Shisui, Izuna, Fugaku, and more were never revived to fight the ninja alliance.
Being an Uchiha, Shisui's power was entirely rooted in his Sharingan, and without it, he had no special abilities of his own. Being revived in such a state would have simply been a waste for Kabuto.
Kabuto could not bring back the Uchiha clan because he could not get their DNA.

Fearful that Danzō would also take his left eye and use it for ill purposes, Shisui removed his remaining eye and entrusted it to his best friend, Itachi Uchiha, asking that Itachi use it to protect Konoha. The eye was implanted within a crow for safe-keeping.
