Brown eyes contain more melanin than blue eyes, and throughout a person's life, the melanin levels in their eyes can fluctuate. When melanin levels decrease, the eyes become lighter in color. This is why some people's brown eyes may turn blue or green as they grow older.
In most people, the answer is no. Eye color fully matures in infancy and remains the same for life.
The genetic switch is located in the gene adjacent to OCA2 and rather than completely turning off the gene, the switch limits its action, which reduces the production of melanin in the iris. In effect, the turned-down switch diluted brown eyes to blue.

Brown eyes
