After Beast Boy destroyed the crystal containing Raven's power, she underwent an amazing transformation, reappearing in a flash of light wearing a white robe and cloak. When she joined the battle against Mother Mayhem, Raven's magic manifested as a glowing smoke rather than as shadowy tendrils.
More than just a mystic dye-job, Rachel's physical change hints toward the arrival of White Raven in Titans season 4. As per DC comic lore, Raven's white form is the ultimate, most powerful manifestation of her soul-self, and represents her liberation from Trigon's influence.

Raven would win in a fight against Scarlet Witch because her extremely potent powers as an empath can abuse Wanda's greatest weakness, her own mind. Raven and Scarlet Witch are on more or less the same level of power, and both are capable of destruction on a near-cosmic level.
Arthur Light, another well-known enemy of the Teen Titans, has faced off against Raven several times in the comics and animated TV shows. The villain has underestimated the Cambion, however, who defeated him in combat.
However, Blackfire was subjected to the experiment slightly longer than Starfire, therefore hers are far much stronger and more effective.
