As fans know, the only way someone can unlock the Rinnegan is by getting Hagoromo Otsutsuki's chakra. Hagoromo may either give it to that person himself or combine it with Indra and Ashura's chakra. During Sasuke's battle against Madara, he unlocked the Rinnegan after meeting Hagoromo's conditions.
Sasuke has six dots in his eye, representing how charged his powers are. And the most interesting thing is that the tomoes disappear if he uses his Rinnegan too much.
The unique design of Sasuke's Rinnegan
Unlike any other Rinnegan that viewers have seen in Naruto, Sasuke's Rinnegan immediately stands out in its design - having three tomoe in its two innermost circles for six.
In the Fourth Great Ninja War, Sasuke Uchiha, who was already the reincarnation of Indra Otsutsuki, met Hagoromo after he was in a near-death state. Just as with Naruto, Hagoromo gave half of his chakra to Sasuke, which led to his left Sharingan turning into a Rinnegan.
The Sage of Six Paths, Hagoromo Otsutsuki was certainly the strongest of all the Rinnegan users in Naruto. Unlike the other Rinnegan which are Kekkei Genkai, his was considered to be a Kekkei Mora, meaning its powers surpassed a regular Rinnegan.

The Rinnegan is certainly not the only way to attain Six Paths Powers. These abilities can also be attained by becoming the Jinchuriki of the Ten-Tails, as seen with Obito and Madara Uchiha. By using the Six Paths Coffin Seal, one can attain tremendous power and reach the godly levels of Hagoromo Otsutsuki.
One of the reasons is that, in Naruto, they witnessed Uchiha Shisui use his Susanoo with just one eye after Danzo stole the other. Since the remaining Sharingan that Sasuke has is an Eternal Mangekyo Sharingan, not to mention he still has his Indra Chakra, it does not seem impossible for him to use it with one eye.
No, Naruto cannot even regenerate Sauske's sharingan. This is because Naruto had the sun seal. The sun seal, when used with it's counter part the moon seal, granted the power to seal a massive beast such as Kaguya just with a touch. Being a gift from Hagaromo, it came from his abilities.
Speaking of, because of the tomoe, Kaguya is able to use the Infinite Tsukuyomi as the 9 tomoe allow her to cast the genjutsu while the rinnegan increased the power of the genjutsu (while also using the byakugan to widen the cast of the genjutsu as Hagoromo suggested she did).

There is a difference in unique abilities between each Rinnegan, but color doesn't affect them. Color is simply an artistic choice and nothing more. While it does matter who was the person who awakened the Rinnegan. Each Rinnegan has a special ability just like a Mangekyo Sharingan.

It is possible for Naruto to Awaken the Rinnegan. I have come to the conclusion in which Naruto Uzumaki is capable of awakening the Rinnegan through DNA infusion similar to that of Madara Uchiha's way of awakening his Rinnegan by infusing Senju DNA which he acquired through Hashirama Senju with his Uchiha DNA.
