Following Eleven's resistance, Vecna sought after Eleven's 'power', which he identified as "a means to open [his] own doors" (gates).
Why does Vecna choose his victims? Vecna draws power from sad and angry memories and that is the main reason he targets traumatized teens. Those teens are a well of power just there to be absorbed.

Hawkins has suffered a lot of trauma over the years - not all of which is connected to Hawkins Lab and the Upside Down - and Vecna's curse takes advantage of that. Vecna appears to carefully choose people who feel a strong sense of guilt or shame, particularly if those emotions are repressed.
Vecna's curse refers to Vecna's predominant method of murder and torture. Using his supernatural psychokinetic abilities, Vecna can probe and influence the minds of others. Motivated by a cruel and misanthropic philosophy, Vecna targets particularly traumatized, mentally ill or insecure individuals.

However, Nancy is freed by Vecna within the first five minutes of volume 2, with instructions for her to tell Eleven what he has planned for Hawkins.
Curiously, he also seems obsessed with time, projecting strange visions into his victims' minds—including of the grandfather clock from his home in the Creel House. Vecna's obsession with time appears to be linked to his hatred of humanity.
Vecna requires his targets to be old enough to have a traumatic past, which explains why he tends to leave children alone. However, his teenage victims are at an age where they can be malleable under Vecna's influence to do anything that he wishes.
"Vecna really is a creature that has mutated in the last however many couple of decades during his time in the Upside Down," prosthetics designer Barrie Gower said. "This is where he has become more overtaken by the Upside Down world and become pretty much possessed and mutated."

In the visions of her trauma induced by Vecna, Chrissy's mother appeared both mentally and emotionally abusive towards her daughter - and it's implied her comments about Chrissy's figure caused her daughter to develop her eating disorder.
Though Fred appeared to be bright and level-headed, he harbored extreme guilt for his role in the fatal 1985 car accident, and believed many people look at him as a "murderer." This guilt and mental unrest made him a target of Vecna.
There is a lot of evidence suggesting both frightening villains were behind the vanishing of Will Byers, but we have to give the win to Vecna. There is much more evidence suggesting that it was the super-powered bad guy, and even if Vecna sent a Demogorgon to kidnap Will, it would still be Vecna who is responsible.
After previously having tricked Eleven into destroying the chip, Peter goes on a killing spree in the lab until a confrontation with Eleven ended in her casting him into the Upside Down - where after falling through various dimensions and sustaining various injuries, Peter was transformed into Vecna.
Originally appearing in the Greyhawk campaign setting, Vecna was described as a powerful wizard who became a lich. He was eventually destroyed, and his left hand and left eye were the only parts of his body to survive.
