Norman Osborn hates Peter Parker with a passion and his Goblin formula enhanced physique has served him well over the years. Green Goblin is Spider-Man's superior when it comes to strength.
Green Goblin
Trying to prove his supersoldier serum was a success, Norman Osborn (Dafoe) injected himself with a formula that enhanced his strength, agility, and reflexes.
Cap's Super-Soldier serum provides some neat perks, but the Goblin formula cranks the enhancements up to 11 on the scale. Not only does Osborn seem physically stronger, but he's clearly a lot tougher than Steve Rogers even with a failed Goblin cure coursing through his veins.
4/10 The Hulk Is The Strongest One There Is
The Hulk has gone through many changes over the years, his power increasing exponentially over time. The Hulk's base strength is immense and there's no upper limit to it.
Multiple Spider-Men characters have called themselves powerful through the timeline of the multiverse. They are a mix of heroes and villains who have laid claim to being web slingers like Spider-Man. But Peter Parker is the strongest Spider-Man in the Marvel Universe.
Green Goblin
The strongest, and arguably the most cruel, of all the Spider-Man villains that MCU Peter Parker has faced. With the combination of advanced military tech and super soldier serum, the malice that Green Goblin puts forward is unparalleled with any other villain.
The Green Goblin's Weaknesses
The most crippling weakness of the Green Goblin, namely the Norman Osborn version, is the character's outlandish madness. The Goblin Formula had a drastic effect on Norman's mind, which when combined with his previous megalomania made him a villain hellbent on destruction and mayhem.
Great Power. Like his namesake, Spider-Man's strength and agility stand far above those of the average human, allowing him to lift nearly ten tons and to leap and move at incredible speeds with high accuracy.
2/6 The Ultimate Green Goblin Is A Hulking Monster
The Ultimate Green Goblin is the Norman Osborn of the Ultimate Marvel Universe. He is the creator of the OZ Formula, which gave himself and Peter Parker their respective powers in the Ultimate Universe.
In a fight against Electro, Green Goblin's down one of his major weapons as his electricity shooting gloves would only make Electro more powerful.
1/10 Would Demolish Him: Wolverine
The only thing that would keep Wolverine from meeting the same fate as Beast in a fight against Green Goblin is his fabled ability to take massive amounts of damage and keep going. Green Goblin would get very angry that Wolverine wasn't going down and this would make sloppy.
9/10 WOULD BE DEMOLISHED BY: THE HULK
This one is an absolute no-brainer. No matter what the Green Goblin brings to the table, there is absolutely no way he's going to be able to take on the walking tank called the Hulk. It's no secret to anyone that the Hulk is just about indestructible and can leap vast distances.
An evil version of Spider-Man which became known as Doppelganger was created by Adam Warlock's dark aspect Magus during the Infinity War event. Presented as a more animalistic version of Spider-Man rather than a fully intelligent human being, this evil version is truly powerful.

So even though Tom Holland's Spider-Man is not my favourite version of the character, he definitely is, without a doubt, the strongest out of the three.
When all was said and done, Marvel and Sony decided to make Willem Dafoe's Norman Osborn the primary antagonist of No Way Home, giving the veteran actor the opportunity to dive fully into the Goblin persona more than he ever could before.

Although Peter Parker's strength level has fluctuated, most people agree Spidey can lift about 10 tons on a regular basis. While that sounds like a lot, Spider-Man often fights alongside the Thing and the Hulk, who can lift anywhere from 70 to 100 tons.
