Harry and Prince Andrew, Queen Elizabeth's third son who is also not a working royal, wore dark suits to the funeral. Harry and Andrew were only allowed to wear their military uniforms at the Queen's vigil, after being given permission by the king.
Prince Harry served for close to a decade in the British armed forces, but since he stepped down from his royal duties in 2020, Prince Harry is considered a non-working royal. Because of this, he cannot wear his military uniform and is not permitted to salute as other working members of the royal family did.
While he didn't wear his uniform to the funeral, King Charles III did permit Harry to wear it while standing vigil at his grandmother's coffin for 15 minutes of silence alongside William and their cousins. The new Prince of Wales stood at the queen's head while the Duke of Sussex stood at her feet.
This resulted from Buckingham Palace's declaration that only members of the employed royal family would be permitted to wear military uniforms at Monday's state burial. They are forbidden from wearing military uniforms since two of the Queen's close relatives served in the military during a fight.

King Charles III, his siblings, and Prince William saluted during a procession ahead of the service. Harry wasn't able to salute because he was stripped of his military titles.
William allegedly called Markle “difficult,” “rude,” and “abrasive,” to which Harry replied that his older brother was parroting false media narratives. Harry accused his brother of “acting like an heir,” and the two exchanged insults.
That toxic dynamic, according to Harry, catalyzed their departure: The Sussexes were crumbling under incessant negative media coverage that included an intimate letter between Meghan and her estranged father published in The Daily Mail. (The duchess even began to have suicidal thoughts.)
