Hayley became a hybrid after she was killed she still had her babies blood in her. So she became a hybrid because of baby. Thats why she is not sired to klaus.
Hayley wasn't sired to the original vampires (Finn, Elijah, Klaus, Kol, and Rebekah). Hayley was made into a vampire (a vampire/wolf hybrid) thanks to Hope. Hayley (and Jackson due to their wedding/unification ritual) had a vampire heart that was not sired to any of the 5 original vampires.
It turns out that Lizzie became sire bonded to Hope after she drank the blood that Hope had donated to the Salvatore School's first aid kits, thinking the blood belonged to a random vampire.
