She was once an official Disney Princess, until 2004. She was removed because her sales were financially disappointing. Along with it, Disney found it difficult to market her to younger children, due to the fact that she is represented with more mature themes in comparison to the other princesses.
Tinker Bell
Commercial reasons were also behind Tinker Bell's removal as a princess. As she is at the center of her own merchandising line of toys and games called Disney Fairies, she was taken off the list of Disney princess and replaced with Tiana, around the time of Princess and the Frog.
Esmeralda was removed as she wasn't marketable enough for the franchise's standards, as the sales of The Hunchback of Notre Dame's products weren't good, and because the movie dealt with themes that were not entirely suitable for children. Tinker Bell's case, on the other hand, played out differently.
They're not princesses.
Both Anna and Elsa ultimately serve as queens of Arendelle. Now, you don't technically have to be a princess to be an official “Disney Princess” — just of “regal lineage”. So they do fulfill that criteria.
