In The New 52 (a reboot of DC Universe's continuity), a young Dick Grayson sees Tony Zucco threatening C.C. Haly for protection money. When Haly refuses to pay, Zucco sabotages the trapeze, which causes John and Mary Grayson to fall to their deaths.
Dick Grayson was a circus boy who lost his parents to a circus accident. Bruce taken him in to be his first Robin. When Dick was first given the role of Robin, he was surprised, mostly about the cape.
Zucco kills Grayson's parents to show he means business but goes underground shortly after the killings. He is found by Batman and Dick Grayson (before he would become Robin) where Grayson chased Zucco down.

Also, I'm assuming you mean weakest in physical strength. If we go for the main 4 Robins, Tim Drake has the least amount of physical strength, but don't be mistaken, he is still VERY strong. You mentioned Jason Todd, he is actually the Strongest Robin both as Robin and as Red Hood.
