Vegeta has seemingly been queued up to be Lord Beerus' replacement as the new God of Destruction, but Beerus' real successor is actually Lord Frieza.
According to Word of God (Akira Toriyama) Frieza will never beat Beerus no matter what.
He would later become the God of Destruction of the 18th Universe in the 6th Multiverse and his teacher is Twist. He would later (alongside Cell) became a member of Team Universe 7. Frieza is one of the main protagonists/antagonists in Dragonball: Next Future.

So long as they're around, Frieza will never be the most powerful being. But if Frieza isn't careful, that mission could quickly end at the palm of Beerus, whose full strength could still surpass even Black Frieza.
1) Beerus. Although Jiren is said to be able to defeat a God of Destruction, it's unlikely Beerus is at risk of suffering that defeat. Beerus has yet to use 100% of his powers in Dragon Ball Super thus far, whereas Jiren at 100% struggled against Mastered Ultra Instinct (MUI) Goku.
While it is no secret that Majin Buu is way stronger than Frieza meaning practically all of his abilities would make Frieza feel envious, there is one power in particular that Frieza would assuredly be especially jealous of.

6 Frieza: Hates Goku
The fact that Frieza hates Goku just because of his race means that Goku and his family won't ever be completely safe until Frieza is once again trapped in the pits of Earth's Hell.

Back when BoG was released, it was stated that Beerus had to use 70% of his power to defeat Goku as a Super Saiyan God. Toriyama even stated that he considers Goku as a SSJG to be 60% as strong as Beerus, and in RF, Whis even suggested that Goku and Vegeta could defeat Beerus if they teamed up.
As the main character, Goku eventually surpassing Beerus is all but guaranteed. After all, Goku's journey is one of encountering and overcoming obstacles. It was demonstrated with Demon King Piccolo, then Frieza, then Kid Buu.
Although Broly is thought to be stronger than Beerus, it can't be denied that Beerus has extra powers up his sleeve, such as Hakai. Beerus' status as a God of Destruction ultimately gives him the edge over pretty much anyone — including Broly.
However, despite Frieza ultimately playing a key role during the Tournament of Power to save the universe, the resurrected villain is still far from a genuine redemption, with his new lease on life confirming Frieza's expected commitment to evil.

Monaka was initially described as being a hero of his home world planet, Wagashi. At some point in his past, he was said to have fought against the God of Destruction Beerus. He managed to cause Beerus trouble, which makes him later claim Monaka as the strongest fighter he's ever faced.
Jiren's strength comes from his suffering, something no one in Universe 7, other than Future Trunks, could ever relate to. Jiren, however, took his grieving to the extreme by training relentlessly instead of trying to make peace with his pain.
He can destroy just about anything but chooses not to. Gohan's newfound abilities would not amount to anything if he were to face Lord Beerus in battle. The difference in their overall strength is too huge to cover.
