This is exactly what happend to Kurama, he used up ALL his chakra to defeat Jigen and now has passed. He got ripped out of existence and should not be able to be reborn except if Kishimoto adds a plothole or sum.
No, sadly, he won't come back. Tailed Beasts are basically made of chakra, so when they're killed, they return to chakra and will be revived soon. However, Baryon mode consumes Kurama's chakra until he die, so there's no chakra left in him, that means he can't be revived anymore.
As such, it is incredibly difficult for him to come back to life and, for the most part, fans had accepted that he would never return to the series and that Naruto would now be alone for the rest of his life without his Tailed Beast. However, the recent happenings in Boruto have opened up room for Kurama to return.
Sadly, there's no hint of Kurama coming back to life in the Boruto manga series when writing this post. So, it's safe to say that's how things will stay in the anime as well. In the manga, Kurama died in chapter 55, and episode 219 adapted 11 pages from the same chapter.

The entirety of his chakra was used up in Baryon Mode, which was required to beat Isshiki Otsutsuki. This is a key detail that could serve as an explanation with respect to why Kurama might not make it back in the series. Hence, the series will not introduce another jinchuriki in the future.

Essentially, this means that Naruto has an eternity to train and get stronger. In this eternity, Naruto can easily devise ways to take his powers to the next level. He can improve upon his Sage Mode and develop new forms of it, or he can develop new forms of jutsu that would be unique to him.
After the epic fight with Sasuke, Yang Kurama rejoins Naruto. The Yin and Yang halves merge together and formed the complete state of Kurama.

The only two ways Naruto can get the rinnegan is through blood transfusion from Sasuke or absorb enough of Sasuke chakra and merge with his chakra.
