Yes, Tanjiro and Nezuko do manage to surprise him during that initial confrontation — but had he chosen to pursue his attack against Nezuko, Giyu likely still would have defeated both of them.
If we see in the first season of anime and the mugen train movie giyu is unarguably stronger than tanjiro. But at the end of the series tanjiro is most likely equal or slightly stronger than giyu.

Tanjiro decapitates Akaza with the Hinokami Kagura: Setting Sun Transformation. Akaza was bewildered, wondering how Tanjiro did not have any fighting spirit, comparing this feeling to fighting against a plant. He acknowledges that Tanjiro surpassed his speed.

Uzui Tengen, or the water hashira. Giyu Tomioka. And I'd say that in the initial stages of this fight, it'd actually be pretty even, because I think we can all agree that. Uzui is most definitely the stronger one of the 2, at least physically speaking, while Giyu is definitely the faster of the 2.
