It's in the nature of the PDF format not to be editable. They were designed that way back in the 90s when the intention was to realize the dream of a paperless office. Not being editable is also a feature in many cases, as this protects the content from unauthorized changes.
Basically, when a scanned or image –based document is opened, a yellow bar will appear on the screen. It tells you if the current document contain editable text or not.
PDFs are a universal file type. That means people can view and edit them on almost any device, from Windows operating systems to Mac computers, and from Android to iOS phones.
Text-based PDFs are created when a document is saved directly as a PDF from a word processor like Microsoft Word, or similar applications. Text-based PDFs are editable PDFs (unless they have been password protected).
Open the document in Adobe Acrobat (Adobe Reader cannot edit PDFs). Navigate to the Forms menu. Select Run Form Field Recognition and allow the conversion to complete.
Click on the “Edit PDF” tool in the right pane. Acrobat automatically applies optical character recognition (OCR) to your document and converts it to a fully editable copy of your PDF. Click the text element you wish to edit and start typing. New text matches the look of the original fonts in your scanned image.
Upload your read-only PDF file to Acrobat to edit. If the file is protected, make sure you have the password information, then select Tools > Protect > Encrypt > Remove Security. Then you can edit.

'Create as you go With Create Editable PDF, you'll get a free PDF you can edit with your mouse once. If you want to edit the file with your mouse, simply click on the Create Editable PDF icon at the bottom right of the page, choose To create PDF with this document, and then click on the Update button.
To create a fillable PDF form, the first thing you'll need to do is set up a Jotform account. Once you've created an account and signed in, navigate to the PDF Editor > Fillable PDF Forms page. Click the Create a fillable PDF form button. Here, you can either create a new PDF or import an existing fillable PDF form.
To view the security settings of a document, choose File > Properties in Acrobat or Reader. From the Document Properties dialog box, click the Security tab. If you have trouble opening a PDF, or you're restricted from using certain features, contact the author of the PDF.
Open Microsoft Word and click the ''File'' option. Choose the ''Open'' option. Now, select the PDF file you want to edit. Here, you can see a notification that your PDF file is converted into an editable format.
Open the PDF in Adobe Acrobat. Use the “Unlock” tool by choosing Tools > Protect > Encrypt > Remove Security. Remove the password: If the document has a Document Open password, just click “OK” to remove it.
Edit text in a scanned document
Open the scanned PDF file in Acrobat. Choose Tools > Edit PDF. Acrobat automatically applies OCR to your document and converts it to a fully editable copy of your PDF.
Choose Tools > Edit PDF > Edit . The dotted outlines identify the text and images you can edit. Select the text you want to change. In the right-side Format panel, select a font, font size, or other formatting options.
If you can't copy text from PDF, it's most likely because the Content Copying option is disabled. You'll need the password for the PDF to unlock that feature. If you don't have the password, there are ways to bypass that.
If you cannot highlight or select text in a PDF, the file might probably be a scanned copy and cannot be edited. How can you tell whether a copy was scanned? It's simple; the alignment of the text will be off, the page's borders won't be in the same place, and some text will be zoomed in more than others.

You can remove security from a PDF if you have the document password. If the PDF is secured with a server-based security policy, only the policy author or a server administrator can change it. Contact the creator or the author of the PDF to get the password to edit the PDFs.
If you can only preview a PDF, it may be that you can't edit the file because the permission level is set to “read-only” or “view-only”. One way around this may be to export your PDF from Adobe Acrobat to another application like Microsoft Word, then resaving the file as a PDF in the Save As function.
You can lock a PDF or image so that it can't be edited or deleted. If you own a locked document, you can edit the document after unlocking it. Others can change the document's contents only by creating a duplicate of the document and editing the duplicate.
