According to current Transportation Security Administration (TSA) regulations, all liquids that are carried into the cabin of the plane must be in a 1-quart bag. It must be a clear plastic bag that you will take out of your carry-on luggage and put in the screening bin while going through the security line.
For the TSA, which regulates travel in the United States, all liquids, gels, and aerosols must be in containers that are 3.4 ounces (100 milliliters) or less. All liquids must fit into a single, clear quart-size bag — passengers can only pack one of these bags in their carry-on.
TSA Isn't Very Strict About Quart Size Bags
If the bag is transparent, resealable, and doesn't look much larger than a 1-liter Ziploc bag, it will be allowed. You'll only encounter problems if your toiletry bag looks way too large or if you encounter a very strict officer, but this happens rarely.
For BOTH bottle sizes and outer plastic bag sizes, smaller is OK. You don't have to use a 1-quart bag. You could use a (smaller) 'snack' or 'sandwich' sized bag if that gives you enough room for your liquids.

A quart is a quarter of a gallon. So, it follows that a quart size bag is one quarter of a gallon size bags. The dimensions can vary, and are approximately 7″ x 8″.

Domestically, you must put your liquids in a quart-sized bag (approximately 7 x 8 inches in size, though TSA does not specify measurement requirements), with each product less than 3.4 ounces, per the TSA 3-1-1 liquids rule.
Do Toiletry Bags Need to Be Clear? TSA does not specify that toiletry bags need to be clear. However, when traveling with liquids, using a TSA approved clear liquid bag will help expedite the TSA process so agents can see everything easily without further inspection.

A quart-size bag can hold up to 32 ounces of liquid, while a gallon bag can hold up to 128 ounces. This means that a gallon bag is four times the size of a quart-size bag. So, if you have a lot of liquid to carry or if you need to carry multiple containers of liquid, then a gallon bag is the way to go.
