Can you open a package that has your address but not your name? No, you cannot. If it is addressed to somebody else with the wrong address (yours) but the correct name (theirs), it would be theft by conversion.
Can a customer have someone else pickup their held mail? If picking up mail for someone else, the customer needs written authorization (and their own photo ID).

A federal statute known as 18 USC Section 1702 makes it illegal to open correspondence addressed to someone else. However, the law cannot be applied if you did not recognize that the mail was not yours when you opened it.

In general, you can use any address as a return address, as long as you are not sending anything illegal. The only difference it makes is in the case that the parcel has to be returned to the shipper. In this case, the package will be sent to the return address you have provided.

Tampering with mail is a criminal offence in Australia. Opening mail you are not authorised to can be considered tampering. Division 471 of the Criminal Code Act 1995 (Cth) is where you will find the law on postal offences. Under section 471.7, it is a federal crime if you open a 'mail-receptacle' that is not yours.

Don't intentionally open someone else's mail
These include: Ripping open the envelope before checking the address. The addressee's name not being present on the envelope. The mail being sent to the wrong address or a different address.
Anyone can buy services with your address and charge them to you. Plus, they can also sign up for other things such as credit cards or online accounts that you did not authorize.
Whatever you do, don't pay for it — and don't get conned if the sender follows up with a phone call or visit. By law, unsolicited merchandise is yours to keep.
